According to President Bush, the new highway transportation bill will add more jobs, and guarantee an efficient and safe highway system in a fiscally responsible manner. Bush makes it very clear that taxes will not be raised to pay for this bill because maintaining low taxation is an important factor in preserving economic growth. (5:23)
