At a discussion at the Brookings Institute, Jack Pritchard, former Ambassador and Special Envoy to North Korea, expresses his concerns with North Korea’s civilian nuclear program.
Pritchard argues that although the United States has made it clear that it does not want North Korea to build a civilian nuclear program, North Korea may be driven to demand a proactive statement from the US to guarantee their right to build one. (:46)
