Adjunct Scholar from the Middle East Institute Arthur Hughes discusses the consequences of the Bolton appointment by President Bush during the Senate recess.

Hughes states that according to the Constitution, President Bush has the right to appoint Bolton to the United Nations during the Senate recess. He says that the international community will deal with Bolton like with any other Ambassador to the United Nations. (:57)
