Secretary Michael Chertoff says there is no intelligence on an imminent attack within the U.S.

Raising the threat level is based on prudence and common sense, he says, rather than knowledge of another planned attack. Chertoff implies that al Qaeda was behind the attacks, saying that the past actions of the terrorist group prompted the increased alert level. (:47)
