Rose Gottemoeller, senior associate of the Carnegie Endowment, gives insight regarding cooperation between the US and Russia in nuclear nonproliferation

At the "Nonproliferation Issues at the Gleneagles Summit" Rose Gottemoeller outlined several ways the US and Russia can reform nuclear nonproliferation. Rose said that the US should be more specific when asking for access to Russian facilities and that Russia should reform its tax code. (1:23)
