Reynold Hoover, Director of the Office of National Security Coordination, FEMA, says at the Senate Disaster Prevention and Prediction Subcommittee hearing that there are still problems in the development of the next generation national warning system

Hoover states that one of the problems with the next national warning system will be creating software that will send an authorized warning directly from the government to a private corporation for broadcasting. Furthermore, this software must be able to send the signal without it being tampered with to prevent abuse of the warning system. (:35)
