Rep. Peter Hoekstra (R-Mich.) says at a panel discussion on the effects of intelligence breaches on homeland security that terrorist organizations benefit from intelligence leaks.

Hoekstra, chairman of the House Permanent Select Intelligence Committee, says intelligence leaks expose weaknesses in U.S. information gathering to terrorists. Osama bin Laden would have been captured by now, Hoekstra says, if such leaks had been prevented. Hoekstra advocates tougher penalties for those responsible for intelligence disclosures. (1:12)
