Paul Reid, senior advisor to the Under Secretary of State for Economic, Business and Agricultural Affairs, says the Administration will work to "widen the circle of prosperity" in Africa.
Before a House Subcommittee on Africa, Global Human rights and international Operations hearing, Reid warns that financial aid alone will not benefit African countries. He says that developing countries must utilize effectively the aid given to them. (:55)
