Bill Barr, former Attorney General under President George H.W. Bush, responds to criticism of the treatment of Guantanamo Bay prisoners at the 9/11 Discourse Project: Civil Liberties and Security

Barr says that captives at Guantanamo Bay do not have the same rights as criminal defendants that are U.S. citizens. Furthermore, Barr declares that in times of war we are not "disciplining members of our own body politic and therefore the Judiciary does not serve as a neutral arbiter between our society and the foreign enemy."
