At the Senate hearing on the Department of Homeland Security Second Stage Review, Homeland Security Secretary Michael Chertoff responds to the controversy over his statement that aviation security is a higher priority than mass transit security
Chertoff says that there is a federal responsibility to protect everyone in the country but adds that the protective responsibility of the government works differently in different systems. He makes it clear that aviation is a closed system controlled by federal authority, whereas mass transit systems such as subways are controlled by local transit police from the state. He adds that federal assistance is given to local transit systems in ways such as technological and intelligence assistance. (1:28)
