At the Aviation Subcommittee Oversight Hearing on "Cell Phones on Aircraft: Nuisance or Necessity," Laura Parsky, Deputy Assistant Attorney General for the Criminal Division at the Department of Justice addresses the concern that allowing cell phone usage on aircrafts will increase the risk of a terrorist attack

Parsky suggests that terrorists could use a communication device as a remote-controlled improvised explosive device (RCIED). By allowing personal cell phones in flight, the threat of RCIED use would rise significantly. (:28)
