AEI scholar Frederick Kagan, at briefing on the London Terrorist Attacks, asserts that the terrorists’ ideology of hate will fail to achieve mass recruitment.

Kagan adds that the key problem with terrorist attacks is that they require very few people to execute them as the London bombings have recently shown. Yet, Kagan is convinced that terrorism will not success in the long term. (:34)
