Sen. Norm Coleman (R-MN) states the GAO report shows serious problems in the contractor payment system.
Coleman says the Financial Management Service (FMS) failed to report on contractors that do not pay their taxes. As a result, FMS lost the opportunity to collect an additional $50 million in back taxes. (1:11)
