Secretary of Defense Donald Rumsfeld explains the creation of the prison camp at Guantanamo Bay, Cuba.

Rumsfeld explains that since September 11th, the military has apprehended thousands of enemy combatants. He says that President Bush ordered that the most dangerous be treated humanely under the laws of war, but that they were not official "prisoners of war" protected under the Geneva Convention.
