Dr. Stephen Flynn, author of America the Vulnerable: How Our Government Is Failing to Protect Us from Terrorism, speaks at the 9/11 Commission on the necessity to increase homeland security. Flynn says that a plan to restart commerce if sea ports are shutdown due to a terrorist attack does not exist. (:40)
