Leonard S. Spector states many counties in the G8 are investing in efforts to reduce and secure plutonium while other countries are creating new dangers by misusing plutonium and spent fuel.

Leonard S. Spector states that in Russia, fissile materials are not only produced in military sectors but also in the civilian sector which has no economic justification for that activity. Also, Japan is about to start producing plutonium at a major new facility. He notes the world stock of this material is growing, even though many are making efforts to reduce it. (:57)
