Secretary of Defense Rumsfeld states that he feels that the BRAC recommendations factor in the concept of "jointness."

Rumsfeld says that the "jointness" pursued in the recommendations is a direct reflection of the success of joint activities and cooperation in fighting the war against terror. He notes the success of using a joint war-fighting force in both Afghanistan and Iraq and says that more cooperation will make the military more effective. (:43)
