Rep. Tammy Baldwin (D-WI, 2nd) speaks about the necessity of hate crime legislation.
Baldwin says that violence against transgendered persons is widespread and largely under-reported. Hate crimes are different than any other violent crimes because they seek to terrorize an entire community. She states that hate crime legislation is necessary. (1:31)
