Bud Selig, commissioner of Major League Baseball, tells the House Subcommittee on Commerce, Trade, and Consumer Protection that the penalties for testing positive for performance-enhancing drugs.

Selig says those who test positive the first time will be suspended for 50 games, the second time 100 games and the third time banned from baseball for life. Selig says amphetamines should be banned and players should be tested more frequently. Finally, Selig called for an independent administration to be responsible for all aspects of testing. (1:42)
