Senator Richard Lugar (R-IN) says foreign students have stopped looking to America for higher education.

Sen. Lugar says that the when foreign students stop coming to America for higher education, there will be vacancies not only in our universities but also in our industries and technical capacities. Lugar claims that students from aboard do not detract, but rather add to our security. (1:00)
