Nojeim speaking at the Senate Select intelligence committee hearing on the Patriot act explains that if the FBI wants to search a person’s home and wire tap them to gather evidence of a crime. Under a part of the Patriot act the FBI would not need to go to a judge as long as they had an intelligence rational. (:39)
