Terrorist expert Dr. Peter Fonash explains motives why terrorists might use nuclear weapons for an electromagnetic pulse (EMP) blast

According to Dr. Fonash, terrorists are usually attracted by iconic targets such as the Twin Towers. However, an EMP blast, a nuclear detonation at high altitudes which is easier to maneuver than guiding a nuclear missile to hit a certain object such as a town, could cause devastating secondary effects on the United States.
