Dr. George Rupp of the International Rescue Committee criticizes the U.S. for reducing foreign development assistance steadily since 1948.

The U.S. is 22nd in giving foreign assistance. "We think we are the most generous, but we are the least generous," Rupp says at the Public Policy Conference of the Religious Action Center of Reform Judaism. While other countries such as Norway pay the negotiated amount of 0.7 percent of its GDP to foreign assistance, the US just pays 0.15 percent. (3:10)
