Congresswoman Carolyn Maloney (D-NY) introduces the "Protection of Civil Liberties Act."
Maloney says that she wants a civil liberties board to ensure that civil liberties are upheld across all security related agencies. She says that the bill will strengthen the board by introducing bipartisan legislation. (:46)
