Chairman of the HOR subcommittee on Homeland Security Hal Rogers (R-KY) assures Secretary of Homeland Security Michael Chertoff that the subcommittee wouldn’t simply write blank checks.
Rogers said he thinks that the Department of Homeland Security sometimes makes the mistake of thinking that the appropriators are simply there for writing blank checks. These next two years will define the DHS place in history and you Secretary Chertoff will be in the driver’s seat. (1:37)
