The Senate Majority Leader, Frist (R-TN), claims that the issue of medicine and public health can be used as a currency of peace with regards to public diplomacy. He also introduces his idea of establishing a Global Health Corps, similar to the Peace Corps, who would be able not only to respond immediately to the disaster but help on an on going basis.
