The author of Shake Hands with the Devil, the Failure of Humanity in Rwanda Lt. General Romeo Dallaire talks about the reason of the ongoing conflicts in Africa.
Lt. General Dallaire claims that ongoing conflicts are due to the developed countries putting dictators in power during the Cold War. He says that after 1989, at the end of the Cold War, many African countries fell into anarchy in the process of replacing those dictators with moderates trying to introduce multiparty systems. (:57)
