Senator Robert Byrd (D-WV), ranking member on the Senate Appropriations Committee, speaks about the President’s supplemental request for $81 billion.
Byrd says he fears the supplemental request sends a clear message to the world that the U.S. is not winding down its operations in Iraq. He states that it appears the U.S. is gearing up for a permanent military presence in Iraq or establishing a launching pad for other operations in the region. Byrd cautions this as a wrong message to send. (:56)
