Senator Arlen Specter (R-PA) talks about the judicial nomination in the 9th Circuit.

Specter states that appellate court nominee William Mayer will bring a balance to the 9th Circuit, which is liberal. Also, he states that both democrats and republicans have certain attitudes in this conflict and historically they are at fault about the impasse over judges. (:51)
