Secretary of State Condoleezza Rice states that her top priority is public diplomacy within the United States
Secretary Rice and the State Department are requesting $328 million for activities to teach, influence and inform the public on the FY 2006 budget. They are also seeking to receive an increase of $74 million over FY 2005 for cultural and educational exchange programs. Rice claims that the US must stay open to the world which justifies these requests. (:51)
