Secretary of Defense Donald Rumsfeld speaks in front of the Senate Appropriations Committee about the President’s supplemental request for $81 billion.
Rumsfeld says that $5.7 billion of the supplemental will assist in the training and equipping of Iraqi security forces. He states that since 2003, the number of trained and equipped Iraqi personnel has gone from zero to 136,000.
