Retired General Brent Scowcroft, former National Security Advisor to both Presidents Ford and Bush, says he is skeptic towards a collections of like minded states very likely to take action on their own when U.N. fails.

Scowcroft says he doesn’t think the world would be better off if a small group of countries act on their own and leave others behind, but he stresses that this is his personal view. (1:28)
