Representative Juanita Millender-McDonald (D-CA), discusses her views on the success of the Help America Vote Act (HAVA) in the 2004 elections.
Millender-McDonald says HAVA gave states 3.5 billion dollars to improve the voting process. Such improvements included the introduction of provisional ballots. However, Millender-McDonald claims that how provisional ballots were given out and how they were counted varied from state to state, and many eligible voters were turned away without casting a provisional vote.
