President Bush declares that judges must not legislate from the bench.
"To maintain confidence in the legal system we must ensure that judges faithfully interpret the law, not legislate from the bench," Bush says at the swearing-in ceremony for Attorney General Gonzales. He expresses his trust in Gonzales to work towards the same goal. (0:41)
