Gracia Hillman, chairman of the U.S. Election Assistance Commission, gives her view on provisional voting in the 2004 elections.

Hillman says that provisional voting was a painful exercise for many states. She says that,"provisional voting in 2004 became what was the hanging chad in 2000". However, Hillman is optimistic about provisional voting when stating that over 1 million provisional votes were counted in 2004. (1:02)
