Carlos Pascual, Coordinator for Reconstruction and Stabilization at the U.S. Department of State, speaks about the need for UN peacekeeping reform.

Pascual states that there is an upswing in UN operations. He states that since World War II, the UN has been involved in 51 peacekeeping operations, 41 since the end of the Cold War. Therefore, Pascual stresses that the UN needs reform because situations have become more complicated and different tools are now required.(:45)
