Hon. Ursula Mueller contends that there has not been enough progress since 9/11 on international cooperation against terrorism. She asserts that this cooperation is a strategy of prevention. She does not believe that the EU`s strategy on terrorism has changed since the Madrid bombings, but says that the EU is more likely to be a victim of a terrorist attack than is the United States.
