At the 9/11 Commission, Former Director of the Counterterrorist Center Cofer Black tells the public that CTC did the best it could. He states that the shortage of money and people hurt CTC operations. He also wants everyone to know that CTC was in a state of war against Al Qaeda prior to 9/11.
